As I recall you have to loosen the water pump and move it slightly on the block to adjust the lower belt. I never did it myself so I could be wrong. My bike manages to get to Oklahoma at least every couple of years and usually gets whatever it needs at that time. The upper belt adjustment is easy.

I would say the belt tension had more to do with failure than training wheels. The output shaft flex is a killer and there have been a few attempts at fixing it including a bearing that mounted on the outside.
